This skirt in no way can be described as a high waist skirt. It sits exactly on the natural waist line. The length hits at the center of the knee on a 5.6" female. If you are a taller person i suppose you could wear it on the hips but i would then recommend going down one size as you would need it to HUG the hips and not ride up over them.
