No, the sides of the crib do not slide down. It doesn't need to, though, it's great without that feature.

No, the rails do not lower. They are stationary. The crib is at a good height that it is easy to tend to the toddler and to put him/her in and out of the crib. They are also tall enough, the toddler will not have an easy time crawling over.

Two of the wheels lock. I was concerned about only two wheels locking at first but since we have it pushed up against a wall it doesn't move at all. The portability of this crib, it's sturdiness and the fact that it is full size made it a must have for us. We love it.

Yes, they do lock. But to ensure our grandson's safety, we did not put the wheels on. Instead, we put furniture felt squares on the bottom of each leg to prevent it from scratching our wood floors.

Being that it is portable and folds up flat for storing away the sides are a fixed height.
It does have 2 heights though. I would use the higher height while they are still infants but I would lower it for their safety when they learn how to sit, crawl, grab and pull themselves up.
In order to change the height you have to remove bumper pad, mattress and then adjust the height of the baseboard. Sounds like a lot of work but it's not since you should only need to adjust it once depending on your baby's growth and development.
