Lol, no its not a brush. I think your just using it wrong.
Did you try shaking the bottle? Did you leave the cap on? was it broken before you purchased it?
If you said yes to all of these and its still not working, try shaking it and leave it upside down for a few days.
Remember, you just bought. It probably is just having trouble coming out.

What I love about this liner is that it's super easy to control and it glides across the lid seamlessly. The formula of this liner is wet but not wet enough to easily smudge or make it hard to create a thin line. I own the black shade and it is very black which I love because it really intensifies any look that I create.

Overall, I would really recommend these liners because they are very easy to use even if you are liner-challenged, and they last all day on the lid without flaking off or fading.

I just bought this after reading great reviews. To me, the picture made it seem so big. When i got to the store i was unsure if it was the same one i saw online,its so small. I like it. But not crazy about it. Its easy to apply.

Just bought it

I have it in the shade ‘Pitch Black Passion', a name that describes it perfectly. It's very, very black, which I love! Unfortunately I do need to apply an eyeshadow primer first (even if I'm not wearing eyeshadow), because it will definitely smudge on my oily lids. It's very watery and therefor not very long lasting, in my opinion. However, if you're new to liquid eyeliner, this is a great liner to experiment with. The felt tip makes it very easy to use.

The felt tip doesn't work. No matter how much shaking is done, the liquid doesn't come out. If I press it hard against my hand it will come out in a blob, but I can't press it hard enough against my eyelid to get anything but a dry,faint,uneven line.
